Wilayah Pesisir-Mangrove Potensial Dikelola
Budayakan Menanam Perkuat Ketahanan Pangan Lokal
SWARNANEWS.CO.ID | Menjadikan Sumsel sebagai Lumbung Pangan sebagaimana slogan adem yang digembor-gemborkan era Gubernur Syahrial Oesman 11 Tahun lalu memang tidak gampang. Kini, Sumsel bisa dikatakan kritis soal ketahanan pangan lokal. Meski beras terkategori surplus, namun sektor unggulan pangan lain sampai hari ini belum juga muncul sebagai ikon baru kemakmuran pangan lokal khususnya Sumsel.
Sejumlah tokoh mengaku tidak menafikan hal ini. Sektor-sektor unggulan eksport pun belum ada dirajai dari komoditas pangan lokal. Bahkan, rentetan penurunan harga di sektor perkebunan karet malah membuat pangan lokal kian terpuruk karena tidak saja harga beras ikut naik, namun semua komoditas pangan naik, sementara daya beli masyarakat makin melorot. Masyarakat pun mengeluh, lantaran belum ada gerakan pangan lokal mampu dijadikan penopang kokoh dalam kondisi saat ini.
Tak heran, dalam gelar diskusi sempat dilaksanakan Pemuda HKTI Sumsel membahas tentang ketahanan pangan lokal pada akhir Juli lalu di Silent Cafe, menyinggung dengan gamblang posisi TAA layak atau tidaknya dilanjutkan, lantaran dinilai tidak akan banyak membawa perubahan langsung terhadap ekonomi masyarakat. Belum lagi efek lainya, seperti dampak sosial Geography dengan hilangnya hutan mangrove yang semestinya dijaga.
Tak saja TAA, sejumlah tokoh pun, seperti pengamat Ekonomi Pembangunan Sumsel Subardin, Direktur WALHI Sumsel berharap penambangan di Sumsel distop saja, lantaran efek terhadap pengembangan pangan lokal malah dinilai jauh dari yang dicita-citakan. Terjadi sebaliknya banyak merugikan masyarakat disebabkan dampak penambangan.
Menyisir Potensi Pesisir-Mangrove
Menurut Direktur Lembaga Pengembangan Penelitian dan Pengembangan Masyarakat (LP3M) Al-Isra, Ismail Ahmad, pemberdayaan wilayah pesisir yang pernah timnya kaji adalah salah satu upaya pemberdayaan ekonomi lokal guna menambah ketangguhan pangan.
Indonesia memiliki potensi laut yang sangat besar. Namun, selama ini potensi laut tersebut belum termanfaatkan dengan baik dalam meningkatkan kesejahteraan bangsa pada umumnya, dan pemasukan devisa negara khususnya. Bahkan, sebagian besar hasil pemanfaatan laut selama ini justru “lari” atau “tercuri” ke luar negeri oleh para nelayan asing yang memiliki perlengkapan modern dan beroperasi hingga perairan Indonesia secara ilegal. Dalam konteks inilah upaya pemanfaatan laut Indonesia secara maksimal tidak saja tepat tetapi juga merupakan suatu keharusan. Pertanyaan yang timbul kemudian adalah pemanfaatan laut yang bagaimana? Seharusnya adalah pemanfaatan laut yang dapat memberikan manfaat sebesar-besarnya pada masyarakat secara lestari.
Dalam konteks inilah kerjasama dalam pengelolaan potensi sumberdaya tersebut sangat diperlukan, karena yang diinginkan bukan saja peningkatan hasil pemanfaatan laut, tetapi juga pemerataan hasil pemanfaatan yang dinikmati seluas- luasnya oleh masyarakat.
Daerah pesisir merupakan wilayah yang unik dan cirri khas sehingga dalam konteks bentang alam, maka wilayah pesisir merupakan tempat bertemunya daratan dan lautan. Lebih jauh lagi, wilayah pesisir merupakan wilayah yang penting ditinjau dari berbagai sudut pandang perencanaan dan pengelolaan.
Departemen Kelauatan dan Perikanan dalam rancangan Undang-undang Pengelolaan Wilayah Pesisir Terpadu mendefenisikan wilayah pesisir sebagai kawasan peralihan yang menghubungkan ekosistem darat dan ekosistem laut yang terletak antara batas sempadan kea rah darat sejauh pasang tertinggi dan ke arah laut sejauh pengaruh aktivitas dari daratan. Wilayah pesisir memiliki nilai ekonomi tinggi, namun terancam keberlanjutannya.
Dengan potensi yang unik dan bernilai ekonomi tadi maka wilayah pesisir dihadapkan pada ancaman yang tinggi pula, maka hendaknya wilayah pesisir ditangani secara khusus agar wilayah ini dapat dikelola secara berkelanjutan.
Untuk menggambarkan arti pentingnya wilayah pesisir tersebut maka secara tidak langsung perlu direkontruksi suatu perencanaaan pengembangan desa yang memiliki kemandirian melalui perbaikan dan penataan sarana prasarana mendukung keberhasilan dalam Pembangunan dimulai dari pinggiran.
Adanya Undang – Undang Desa No 6 Tahun 2014 mengamanatkan bahwa pembangunan kemandirian desa dalam merencanakan pembangunan diberikan wewenang lebih besar oleh pemerintah pusat.Oleh karena itu perlu disusun model pengembangan desa maritim pada desa- desa terluar sebagai pedoman perencanaan pemerintah pusat dan daerah khusus daerah –daerah yang terdiri dari kepulauan dan pulau terpencil.
Ia berharap ini kan bisa memberikan gambaran dalam penyusunan perencanaan pembangunan daerah wilayah pesisir dan pulau terluar dalam pengembangan desa mandiri.
Merekontruksi potensi – potensi daerah pesisir dan pulau – pulau terluar sebagai daerah yang memiliki nilai ekonomis. Melakukan penataan sarana dan prasarana dalam pendukung pelaksanaan UUD No. 6 TH 2014.
Adapun yang menjadi sasaran Pengembangan Model Desa Maritim menuju kemandirian daerah pesisir dan pulau terluar adalah desa-desa yang terletak di daerah pesisir pantai dan daerah terluar memiliki potensi sumber daya alam yang sangat besar untuk dikembangkan. Disamping sasaran di atas, pemerintah juga dapat dalam menyusun regulasi kebijakan pembangunan kemandirian daerah pesisir dan pulau terluar.
Contoh lain kawasan batang Mangrove bisa diolah menjadi banyak furniture, penyangga pangan lokal, juga bisa dijadikan kawasan wisata pesisir. Sehingga abrasi dan efek negatif bisa ditekan sedini mungkin tanpa harus merusak mangrove.
Sumsel bisa berinovasi banyak di kawasan mangrove sehingga semua persoalan pangan akan makmur dengan menjaga memaksimalkan potensi SDA yang ada.
Sumsel Harus Siap Jadi Produsen
Kondisi pangan dinilai carut marut, lantaran masih banyaknya ketergantungan import, diperparah makin melemahnya harga jual di tingkat petani lokal, harga dituntaskan dengan ketegasan para pemangkus kebijakan dengan siap menyulap SDM Sumsel memproduksi semua kebutuhan pangan utama khususnya.
Demikian sempat dibeberkan gamblang oleh Akademisi Praktisi Ekonomi Pembangunan, Dr M. Subardin di sela diskusi soal pangan bersama Pemuda HKTI Sumsel beberapa waktu lalu.
“Intinya, kita harus siap jadi produsen, semua harus berfikir sama seperti ini. Baru kita akan fokus inovasi, jika ini siap, Sumsel akan mandiri dengan sendirinya melengkapi kebutuhan panganya, ” jelas Subardin.
Untuk menghindari kondisi pangan kritis, Sumsel harus berani mengambil langkah ini dengan cepat.
“Kita harus tau bagaimana cari duit saat ini. Jika kita bisa nanam, rajin, lama lama kan bisa bikin technology puncaknya. Tapi jika berfikirya cuma mengeksploitasi Sumber Daya Alam yang ada saja, maka tidak akan maju.
Petani saat ini beli Ubi di alfamart. Padahal Ubi bisa ditanam di pekarangan sendiri. Tapi karena tidak ada gerakan, pembudayaan pangan lokal, akhirnya masyarakat krisis pangan alternatif.
” Bisa dibayangkan, kalau orang di Amerika menyekolahkan anaknya khusus sampai Perguruan Tinggi hanya ingin mengembangkan kebun anggurnya. Nah, coba anak kita bagaimana belum ada kita suruh sekolah khusus agar bisa membuat terobosan pertanian lokal atau karya lokal seperti itu. Rata rata sekolah untuk dapat kerja gaji besar dan lainya, tapi mana yang sekolah untuk jadi inovator hebat di daerah sendiri, “bebernya.
Ini harus bisa dirubah, mulai merubah pemikiran, budaya dan semua yang bisa dilakukan menopang inovasi hingga 90 persen SDA diolah oleh anak anak lokal.
“Kalau pola fikir nak langsung dapat duit bae, pasti eksplorasi, selesai. Tapi tidak bisa berproses jangka panjang dan kita akan dirygikan. Tapi kalau galak berproses pasti sukses makmur Sumsel, ” tegas Subardin.
Ia membeberkan, negara Thailand itu, baru lempar nerasnya ke luar negeri ke Indonesia dan negara lain, kalau konsumsi lokal sudah cukup bagus. Yang dijual ke luar itu, barang jelek, makanya harganya murah saat dijual ke Indonesia. Beras bagusnya dimakan rakyatnya sendiri. Nah, rakyat Indonesia tidak semua makan beras, di Kalimantan makan Ubi. Jadi, kalau soal beras jadi bola panas dan dijadikan proyek iming iming import, sebenarnya patut dipertanyakan, “ungkapnya.
Malah Subardin menilai, pembangunan TAA saat ini tidak tepat guna, tidak lebih dari ambisi semata, tak terkecuali gubernurnya siapapun. Lebih baik, membenahi ketahanan pangan lokal Sumsel, fokus menanam, inovasi dan bisa memenuhi pangan utama beras, ikan, sayur dengan harga murah, dilanjutkan tehnologi terbaik, baru memikirkan lainya jika sudah maksimal.
Ia menyebut, jangan sampai terjadi ‘Bandetisme Petani’ dari sisi ilmu sosiolog. Dimana ketika petani tidak fokus dengan maksimalisasi bidangnya dengan lahan baik, mereka akan melakukan hal hal illegal, seperti pengeboran minyak illegal dan lainya.
Ia sangat optimis, jika di Sumsel sudah banyak inovasi karet, aspal, kondom, dan lainya, tidak perlu membangun TAA maka masyarakat akan makmur dengan sendirinya.
Bisa dibayangkan, APBD Kabupaten/Kota saat ini nilai tertinggi baru Muba sekitar Rp. 4 Trilliun, senilai harga pesawat tempur. Coba jika inovasi daerah dari pertanian dikembangkan pasti APBD Kabupaten/kota akan sangat tinggi, sebab semua masyarakat kaya raya.
Bangun Sarana Pemicu Inovasi Bukan Konsumsi
Masih kata Sabarin, sejauh ini ia menilai banyak sekali temuan lokal penelitian di litbang Perguruan Tinggi tidak dipakai.
Seperti membuat arang dari kulit duren hasilnya sangat bagus. Semua butuh diarahkan pemimpinya. Jika semua diisi bangunan proyek proyek, maka larinya adalah sektor konsumsi. Coba, buat pabrik penyimpanan ikan, dan sejenisnya, pasti masyarakat larinya ke inovasi.
Mengutip pendapat Sorkarno, Subardin kembali menegaskan. “Jika Sumsel mau maju, biarlah SDA tetap berada di dalam perut bumi sampai rakyat bisa mengelola sendiri kata Soekarno. Kita harus antisipatif dalam membuat kebijakan pemerintah. Sehingga semua bisa dikelola dengan baik. Jika pangan maju, otomatis semua akan maju dengan sendirinya, ” tegasnya.
Punya industri pertanian, sarang burung walet jangan sampai malah dibuat di Malaysia, pabrik pengolahan baru, pabrik ikan baru, karet, kopi dan semua komoditi pangan sepatutnya dibuatkan pabrik, akan petani maksimal menanam, maksimal berinovasi juga maksimal menembus ke pasar.
“Mertua saya tiga tahun, nanam kopi, jual kopi bisa, tapi untuk minta harga kopi sesuai hitungan produksi tidak bisa. Harusnya petani bisa menentukan harga jualnya sendiri, bukan pengepul. Faktanya menentukan harga adalah pengepul. Padahal petani sudah capek, naik turun gunung, bakar hutan dan lainya menyiapkan ladang hingga panen.
Alangkah lebih baiknya, jika potensi TAA merupakan kawasan mangrove bisa disulap jadi potensi wisata, menjadi aset pengelolaan pangan di kawasan pesisir.
Ia juga menyinggung soal penambangan batubara Sumsel menyisakan banyak biaya harus melakukan pemeliharaan pasca tambang tinggi.
Cadangan cuma 1,5 persen, India dan Eropa, Cina besar potensinya. Tapi mereka tidak mau jual eksplorasi seperti di negeri ini, dan Le ih senang beli dari sini. Tidak seperti Indonesia semakin diimingi iming-iming kesejahteraan, tapi faktanya. Termakan dengan istilah investasi yg salah kaprah, masyarakat merasakan dampak parah.
Mari Budayakan Menanam
Cobalah, sambung doktor Ilmu Ekonomi Unsri, Subardin ini, jjika fokus ke pangan lokal saja, seharusnya semakin bertambah jumlah penduduk, sebanyak banyak rumah akan butuh banyak sayur nangka, kobis kacang dan lainya bukan malah sibuk menggarap sektor lain memneratkan.
“Saya buat indikator saja lah, salah satu kesejahteraan pemuda adalah adalah menanam, “. Jika budaya menanam berjamur semua kawasan, Sumsel pasti sejahtera.
Harusnya bercermin dengan sejarah Palembang kalah perang, Belanda mengusai pelabuhan, akhirnya Belanda menyerah dengan adanya budaya perairan di Palembang, semua harus lewat air, dagang, rumah dan angkutan.
Akhirnya mereka bangun Boulevard putaran air mancur, sejak itu keturunan Hindia dan airnya boleh masuk dan Palembang berubah jadi daratan. Sehingga semua berubah, ada nama Talang Duku, Talang Kedondong.
Dahulu, Subardin berkisah, untuk mendapatkan Telok Gabus gampang tiap hari bisa makan, karena pilihan hidup dulu bertani, berdagang. Tapi sekarang mau makan Telok Gabus saja harus beli di rumah makan dengan harga mahal.
Subardin mengingatkan, ada
tiga aspek indikator kesejahteraan, kemiskinan turun, pengangguran minim dan ketimpangan berkurang. Jika Sumsel siap menjalankan konsep ini. Jika tidak, Sumsel tidak akan berubah.
Mau pakai slogan apapun, Sumsel Gemilang ataupun lainya, jika ketiga indikator tersebut tidak ada, maka percuma.
Mentan Contohkan Penyangga Pangan Dibangun Sejak Dini
Sementara itu, (31/8 /2019) – Menteri Pertanian (Mentan) Andi Amran Sulaiman mengaku tengah mengembangkan kawasan komoditas penyangga pangan untuk kemandirian pangan.
Ia mencontohkan pemetaan pembuatan kawasan penyangga pangan di ibu kota baru Republik Indonesia yang rencananya pindah dari Jakarta ke Kalimantan Timur.
Menurutnya penyangga pangan bisa dibangun sesegera mungkin untuk mengantisipasi kekurangan suplay atau pun harga pangan mahal.
Amran optimistis Kalimantan Timur sebagai ibu kota negara nantinya dapat mandiri pangan tanpa disuplai dari impor. Pengembangan kawasan penyangga pangan akan dibangun melalui sistem klaster budi daya pada 10 kabupaten di provinsi itu.
“Kami membangun kota baru yang mandiri pangan. Mimpi besar kami adalah menyiapkan pangan untuk penduduk di ibu kota baru, kita siapkan lebih awal. Nantinya di tahun 2024, kebutuhan pangan langsung dipenuhi sendiri dari masyarakat Kalimantan Timur, karena umur komoditas hortikultura 2-3 tahun sudah berbuah,” kata Amran melalui keterangan tertulis di Jakarta, Sabtu.
Pada rapat koordinasi di Balikpapan, Amran menjelaskan ada 10 kabupaten di Kalimantan Timur yang dijadikan sebagai kawasan penyangga pangan sehingga ke depan ibu kota baru dipastikan mandiri pangan.
Kabupaten Berau dibangun menjadi sentra produksi jagung dan bawang merah, Kabupaten Bulungan dan Nunukan sebagai sentra padi, cabai dan bawang merah dan Malinau sebagai sentra produksi padi dan jagung.
Selanjutnya, Kabupaten Tana Bumbu menjadi sentra produksi padi dan cabai, Tanah Laut sebagai sentra padi, jagung, cabai dan bawang merah; Kapuas Hulu sebagai sentra padi, cabai dan bawang merah; Ketapang sebagai sentra cabai, Kutai Barat sentra padi dan jagung dan Kabupaten Paser sentra padi, cabai dan bawang merah.
“Untuk penyediaan daging sapi, ayam, buah-buahan dan komoditas lainnya dibangun klaster. Jadi kabupaten mana yang memproduksi ayam dan seterusnya,” kata Amran.
Amran menambahkan nantinya masing-masing kabupaten akan dibangun klaster-klaster komoditas pertanian yang dikoperasikan. Kemudian koperasi tersebut akan dikelola dengan sistem korporasi sehingga menjadi kuat dengan teknologi yang tinggi, efisien, profitable dan menjangkau proses panen dari hulu ke hilir.
Pada Rakor bersama Korps Alumni Mahasiswa Islam (Kahmi) ini, Amran menyerahkan bantuan untuk kelompok tani binaan Kahmi berupa traktor roda empat sebanyak 10 unit, bibit jagung untuk 100 ribu hektare dan bibit tanaman dan hortikultura untuk 50 ribu hektare.(*)
