Menteri Basuki Sebut Jawa Sudah Jadi “Urbanized Island”

SWARNANEWS.CO.ID, JAKARTA | Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Basuki Hadimuljono menyebut Pulau Jawa telah menjadi “urbanized island” atau pulau urbanisasi, terlebih dengan mulai tersambungnya Jalan Tol Trans Jawa.

“Ke depan mungkin bukan urbanisasi di perkotaan (lagi). Jawa ini sudah jadi ‘urbanized island’, mungkin tidak sampai lima tahun, jika jaringan tol sudah tersambung,” katanya dalam High Level Roundtable on Fostering Growth and Inclusion in Asia’s Cities di Jakarta, Senin (30/09/2019).

Ia menyebut tersambungnya jalan tol Trans Jawa dari ujung barat ke timur telah mengubah perilaku penduduk dan pola kegiatan ekonomi.

Mulai dari orang Malang yang bisa sarapan pecel Madiun saban akhir pekan hingga aktivitas bongkar muat yang kini mulai dilakukan di luar Pelabuhan Tanjung Priok untuk menekan biaya.

“Orang bongkar muat barang untuk Jakarta sekarang tidak harus di Priok, karena biayanya mahal. Sekarang banyak yang bongkar di Tanjung Mas Semarang, dibawa ke Jakarta dengan asumsi waktu yang pasti dan biaya yang lebih rendah,” tuturnya.

Basuki juga bercerita bahwa Tol Trans Jawa telah membuat perjalanan menjadi lebih praktis ketimbang jika menggunakan moda transportasi lain.

“Istri saya besok ada acara Hari Batik di Solo, kemudian ke Cirebon. Kalau naik kereta, dari Solo langsung Cirebon itu enam jam. Kalau dari Solo ke Semarang 2,5 jam, lalu Semarang-Cirebon empat jam. Itu sudah 6,5 jam. Dengan tol, bisa langsung dari Solo ke Cirebon, tidak lebih dari empat jam,” katanya.

Tersambungnya Jalan Tol Trans Jawa, juga tidak hanya terdapat di utara Jawa. Basuki menuturkan wilayah Jawa bagian selatan juga akan segera memiliki jaringan tol sendiri yang akan mendukung konektivitas.

“Jadi utara selatan Jawa itu ‘by toll’. Bisa dibayangkan Jawa jadi ‘urbanized island’. Ini pasti akan mengubah perilaku kita semua,” tuturnya.

Meski tol menjadikan Jawa sebagai tujuan urbanisasi, Sekretaris Jenderal Kementerian PUPR Anita Firmanti mengatakan pembangunan jalan bebas hambatan itu pula yang menjadi upaya pemerintah untuk menekan urbanisasi di dalam pulau tersebut.

Menurut Anita, pemerataan pembangunan, termasuk jalan tol, akan dapat mengurangi urbanisasi yang terjadi berlebihan. “Saya kira kalau sarana prasarana ditingkatkan, mudah-mudahan urbanisasi tidak cepat. Pemerintah bisa memperlambatnya dengan pemerataan. Kalau di kampungnya bisa bekerja, sekolah dengan baik, fasilitas kesehatan memungkinkan, untuk apa jauh-jauh ke kota,” ungkapnya.

Kecenderungan urbanisasi diprediksi akan menyebabkan proporsi warga dunia yang tinggal di perkotaan pada 2050 mencapai 60-70 persen. Jika tidak diantisipasi, arus urbanisasi itu dinilai akan menyebabkan degradasi kualitas lingkungan hidup perkotaan meski di sisi lain juga turut menggerakan pertumbuhan ekonomi. (*)
