SWARNANEWS.CO.ID, JAKARTA | “Selamat datang jenderal pembunuh!” Kalimat pendek ini dikatakan seorang korban Tragedi Tanjung Priok tahun 1994, Yusron, di pintu masuk kantor Komnas HAM Jakarta. Saat itu dia bersama puluhan korban lainnya tengah menunggu kedatangan mantan Panglima TNI Benny Moerdani yang akan diperiksa Tim Pencari Fakta Kasus Tanjung Priok yang dipimpin mendiang Burhanuddin Lopa.
Benny waktu itu diperiksa karena peristiwa itu terjadi pada saat dia berada di pucuk tertinggi ABRI. Dan pada sore hari usai kejadian, kala itu pun sempat mengadakan jumpa pers mengenai jumlah korban yang hilang dan tewas. Tim pencari fakta kasus Priok jelas membutuhkan keterangannya.
Nah, Yusron yang sudah menunggu kedatangannya pun sudah mengambil posisi berada persis di depan pintu masuk Gedung Komnas HAM. Begitu mantan jenderal itu turun dari mobil dan berjalan ke arah pintu, maka Yusron segera mengucapkan kalimat yan ditujukan kepada Benny dengan lantang. Sesaat Benny tampak terlohat kaget. Yusron cuek. Keduanya sesaat kemudian saling berpandangan dan matanya berserobok.
Tapi kemudian Benny memilih menunduk dan mengalihkan pandangannya ke tempat lain. Dia pun segera masuk dengan langkah yang terpincang. Saat itu jenderal yang paling ditakuti di masa Orde Baru memang telah mengalami sakit. Melihat Benny masuk Yusron pun membiarkannya.
“Gila saya masih degdegan bertemu dia,’’ katanya. Yusron memang ingin sekali bertemu dengan Benny dan meletupkan kata hatinya. Tragedi Tanjung Priok terasa lestari di dalam dirinya. Apalagi, meski sudah berselang 14 tahun, ternyata pada saat itu masih ada beberapa peluru yang saat masih bersarang di badannya.
Jadi apa bila Yusron merasa mengalami trauma dan rasa sakit hati yang dalam, maka dapat dibayangkan perasaan apa yang dialami oleh salah satu yang dituduh rezim Orde Baru sebagai salah satu aktor penting dari peristwa pembunuhan massal di kawasan Tanjung Priok itu. Dan orang itu adalah sosok yang pada hari ini, Rabu (14/12), telah dipanggil pulang oleh Allah Swt: Andi Mapettahang Fatwa (AM Fatwa, lahir di Bone 12 Februari 1939).
Mantan rekannya sesama aktivis gerakan Islam sekaligus anggota DPR, Lukman Hakiem, mengataka sosok AM Fatwa memang adalah salah satu tokoh yang paling berani melawan represi rezim Orde Baru pimpinan Presiden Soeharto di dekade 1980-an. Akibatnya, tak hanya dikenai aksi presekusi, siksaan fisik, hingga terungku penjara selama lebih dari 10 tahun dia harus jalanai.
“Terkait kasus Tanjung Priok dialah orang yang menjadi penggagas adanya ‘Lembaran Putih’ yang isinya adalah pemerintah harus segera membuat tim pencari fakta kasus tragedi pembunuhan Tanjung Priok yang menewaskan puluhan orang itu. Bayangkan itu. Fatwa berani melakukannya ini dengan terbuka dan ini berati dia melawan secara langsung rezim Suharto dan tentara serta intelejen yang kala itu dikomandoo Benny Moerdani. Saat itu tak ada orang yang seberani Fatwa!,’’ kata Lukman.
Tak ayal lagi Fatwa hidup dalam kejaran dan bayangan tindak kekerasan. Meski dia adalah mantan iman tentara (Fatwa adalah anak buah Ali Sadikan di Angkata Laut) geraknya diawasi ketat. Ceramah dan khutbahnya di blokir. Tak cukup denan itu rumahnya yang ada di bilangin Karet Sention, Jakarta Pusat, dirusak. Fatwa pun diancam pembunuhan dan bahkan sudah hampir dilakukan.
Aneka tindak kekerasan yang menimpa kepadanya di zaman Orde Baru itu , skeitar dua tahun silam dibenarkan oleh Fatwa di suatu perbincangan panjang di suatu pagi pada sebuah lobi sebuah hotel di Malang.
‘’Saya sempat akan dibunuh oleh seorang tak dikenal di sebuah ruas jalan di dekat Monas. Tapi usaha itu gagal karena saya berhasil menghindar dari sabetan sangkur. Namun, pisau sangkur meleset. Celakanya menggores muka saya. Nah, kalau anda lihat sekarang seperti tak ada bekas di muka saya, itu karena hasil operasi plastik. Padahal lukanya menggores panjang,’’ kata Fatwa sembari melalui ujung jarinya menunjukan bekas goresan luka yang menyilang di wajahnya.
Lalu apa lembaran putih yang saat itu digagas oleh Fatwa? Dalam hal ini Lukman Hakiem kemudian menerangkan, Lembaran Putih itu sepertinya sebuah manifesto yang menyatakan bahwa insiden Tanjung Priok sesungguhnya sekadar “penyulut” (trigger) yang meledakkan ketegangan yang sudah lama membara di bawah permukaan stabilitas semu. Selain itu juga merupakan pertanda adanya perlawanan terhadap penerapan asas tunggal Pancasila yang dialkukan dengan sangat represif dan diterjemahkan secara seenaknya oleh pihak serta kelompok orang yang tengah berkuasa.
Sebab-sebab keresahan itu, menurut Lembaran Putih dapat dikembalikan kepada satu sumber, yaitu penyimpangan penyelenggaraan kekuasaan pemerintahan negara dari isi dan jiwa UUD 1945 yang memuncak pada satu paket lima Rancangan Undang-undang (RUU) tentang “penataan” kehidupan politik, terutama gagasan asas tunggal Pancasila.
Menurut Lukman, beberapa bulan sebelum peristiwa berdarah di Tanjung Priok, Kelompok Kerja Petisi 50 mengumumkan pendiriannya bahwa paket lima RUU yang mengatur kehidupan politik di tanah air (1. RUU Perubahan Undang-Undang Pemilihan Umum, 2. Perubahan Undang-Undang Susunan dan Kedudukan MPR, DPR, dan DPRD, 3. Perubahan Undang-Undang Partai Politik dan Golongan Karya, 4. Referendum, 5. dan Organisasi Kemasyarakatan), bukan saja bertentangan dengan UUD 1945 tetapi juga menggoyahkan eksistensi negara Republik Indonesia sebagai negara hukum.
Lebih lanjut Lembaran Putih mencatat: “Secara lebih umum dapat dikatakan bahwa terjadi penyimpangan penguasa dalam pengamalan ketentuan-ketentuan Ketuhanan Yang Maha Esa, Kemanusiaan yang adil dan beradab, Persatuan Indonesia, Kerakyatan yang dipimpin oleh hikmah kebijaksanaan dalam permusyawaratan/perwakilan, dan Keadilan sosial bagi seluruh rakyat Indonesia. Dalam pada itu, rakyat tidak berdaya mengubah keadaan melalui cara yang demokratis.
- “Dengan demikian, musibah 12 September 1984 di Tanjung Priok bukan kejadian yang berdiri sendiri, ia adalah akibat dari sistem yang berlaku.”
- Menutup pendiriannya, Lembaran Putih menganjurkan: “Demi keadilan bagi semua pihak, termasuk bagi pemerintah sendiri, sebaiknya dibentuk suatu komisi bebas (independen) untuk mengumpulkan keterangan yang jujur mengenai kejadian September 1984 di Tanjung Priok. Laporan komisi itu harus diumumkan kepada khalayak ramai, supaya semuanya dapat menarik pelajaran daripadanya,” lanjut Lukman ketika mengutip isi lembaran putih itu. Dan lembaran Putih yang dikeluarkan di Jakarta pada 17 September 1984, atau selang beberapa hari setelah meledaknya peristiwa Tanjung Priok.Akibatnya, tiga orang tokoh yang menandatangi lembaran putih itu pun ditangkap dan dijebloskan ke penjara. Mereka adalah Menteri Perindustrian, Tekstil, dan Kerajinan Rakyat (1966-1968), Ir HM Sanusi dituduh mendalangi dan membiayai peledakan gedung Bank Central Asia (BCA) dan jembatan Metro, Glodok. Generasi pertama Himpunan Mahasiswa Islam (HMI) dan tokoh Muhammadiyah itu dihukum penjara 19 tahun.
Tokoh lainnya yang bernasib sama lainnya adalah Mantan Pangdam Siliwangi, Letjen TNI (Purn) HR Dharsono dihukum 7 tahun. Setelah itu AM Fatwa mantan pejabat di pemerintah provinsi DKI Jakarta yang juga alumni HMI dan Pelajar Islam Indonesia (PII), AM Fatwa. Dia dihukum 18 tahun. Fatwa dan Dharsono dituduh merancang sebuah aksi teror dengan menjadikan peristiwa Tanjung Priok sebagai modal. Fatwa dan Dharsono dituduh merancang sebuah aksi teror dengan menjadikan peristiwa Tanjung Priok sebagai modalnya.
“Di era reformasi, sesudah direhabilitasi oleh Presiden B.J. Habibie, Fatwa aktif di Partai Amanat Nasional (PAN), terpilih menjadi anggota Dewan Perwakilan Rakyat (DPR), menjadi pimpinan DPR-RI, pimpinan Majelis Permusyawaratan Rakyat (MPR)-RI, dan menjadi anggota Dewan Perwakilan Daerah (DPD)-RI,’’ kata Lukman.
Setelah ‘benar-benar’ menjadi politisi sifat berani Fatwa tertanyata tak pernah luntur. Dia tetap teguh berpendirian dan kerapkali berani melawan arus. Kemampuan ini makin terasa karena Fatwa sebagai mantan imam tentara KKO dan dia pintar bicara. Selain itu dia pun pintar menulis.
“Saya kagum atas kegigihan, keuletan, dan keberaniannya. Misalnya, di awal reforasi dia berani mengkritik Presiden Gus Dur secara langsung pada sebuah pertemuan di Istana Negara. Dia juga ulet memperjuangkan cita-cita untuk menjadikan tiga tokoh negarawan Muslim sebagai pahlawan nasionak seperti M Nastir, Kasman Singodimedjo, dan Ki Bagus Hadikusomo. Dia gigih terus ngomongin hal itu setiap kali bertemu Presiden, baik SBY maupun Jokowi,’’ katanya.
Selain itu Fatwa pun berani menegur tokoh yang dianggapnya kontroversial.”Beberapa waktu lalu saya tahu dia menemui anggota DPD asal Bali Wedakrana untuk memperingatkannya. ‘’Dalam soal ini saya sempat tanya, apakah tidak takut? Jawab dia hanya pendek: Suharto saja saya lawan!,’’ kata Lukman.
Uniknya, meski sempat menjadi sosok utama penentang rezim Suharto, Fatwa ternyata punya hubungan baik dengan dia. Dalam sebuah memoar yang ditulis untuk mengenang Pak Harto, Tutut menceritakan betapa Fatwa justru kerap berkunjung ke Cendana. Dan itu dia lakukan semasa Suharo telah lengser dan di tengah hujan banjir kecaman kepadanya. Ketika bertemu kedua berbincang akrab seakan tak pernah ada masalah. Dalam peretemuan itu Fatwa menyerahkan bukunya: ‘Surat-surat dari Penjara.’
‘’Saat itu saya sempat cium kening Pak Harto. Saya diajarkan oleh para tokoh yang saya kagumi –M Natsir, Ki Bagus Hadikusmo, Kasman Singodimedjo, dan para pendiri bangsa ini – bahwa berpolitik tidak boleh membawa dendam atau soal pribadi,’’ kata Fatwa mengenangkan pertemuan dengan Suharto itu.
Dan atas meninggalnya sahabatnta itu, Lukman pun mengenangkan pertemuan terakhir dan isi SMS yang dikirimkan Fatwa kepadanya pada 25 Agustus yang lalu.Menurut dia, Fatwa kala itu mengundangnya untuk hadir di rumahnya. Tujuannya untuk membicarakan kelanjutan pengusulan AR Baswedan dan Kasman Singodimedjo menjadi pahlawan nasional.
“Kepada stafnya itu, dengan maksud bergurau saya katakan, kalau ada ongkos saya datang. Omongan saya itu rupanya disampaikan ke Pak AM Fatwa,” kenang Lukman seraya mengatakan tak berapa lama kemudian datangh yang seperti sms ini:
Asslm. Pak lukman, saya ini sebenarnya kanker hati sdng serius dan sedang bersiap ke singapur. Tapi saya terasa jadi utang dan pikiran berat soal Pak kasman dan Pak baswedan. Pak Haedar selalu masih tanya pada saya, Pak Hartono Laras mengalah sampai mau datang ke rumah saya. Kalau pak lukman tidak datang rasanya ganjil alias aneh dan ini bukan bercanda. Perasaan saya sekarng ini tidak lama lagi akan meninggal. Tks. Salam AM Fatwa.(SMS, 25 Agustus 2017)
