SWARNANEWS.CO.ID, JAKARTA – Tim Pembina Samsat Nasional terus mematangkan berbagai aspek
pendukung terkait implementasi UU Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, khususnya pasal 74 tentang penghapusan data registrasi kendaraan bermotor bagi penunggak pajak dua tahun setelah masa berlaku STNK.
Selain mempersiapkan hal-hal teknis, Jasa Raharja, Kemendagri, dan Korlantas Polri juga gencar melakukan sosialisasi dan diskusi melalui Focus Group Discussion (FGD) dengan sejumlah pengamat, media massa, serta pemangku kebijakan lainnya.
“Tingkat kepatuhan masyarakat sampai dengan Desember 2022 sebesar 56,24%. Artinya, masih ada sekitar 43,76% masyarakat yang belum mendaftarkan ulang
kendaraannya, dengan potensi penerimaan pajak lebih dari Rp120 triliun,” ujar Direktur
Utama Jasa Raharja Rivan A. Purwantono, saat menggelar FGD implementasi pasal 74 UU Nomor 22 Tahun 2009 bersama Tim Pembina Samsat se-Jawa, di Jakarta pada Rabu (25/01/2023).
Rivan mengatakan, sejak beberapa bulan lalu Pemerintah Daerah telah memberikan relaksasi penghapusan denda pajak dan menggratiskan biaya BBNKB atas kepemilikan kedua.
Dari hasil evaluasi hingga Desember 2022, kata Rivan, ada peningkatan kepatuhan masyarakat dalam membayar pajak sebesar 58,78%. “Periode relaksasi
memberikan pertumbuhan transaksi lebih tinggi dibanding penerimaan selama satu
tahun,” ujarnya.
Berdasarkan hasil konsinyering, lanjut Rivan, implementasi Pasal 74 UU 22/2009 akan dilaksanakan mulai tahun 2023. Untuk itu, dibutuhkan roadmap lanjutan terkait implementasinya.
“Tentu diperlukan juga penataan data yang baik melalui penerapan
single data,” ujarnya.
Dalam kegiatan tersebut, Kakorlantas Polri Irjen Pol. Firman Santyabudi, menyampaikan, bahwa pihaknya akan concern dalam memaksimalkan kevalidan data
pemilik kendaraan bermotor.
Dia menilai, data yang valid bukan saja penting bagi Polri, tetapi juga juga bisa dimanfaatkan untuk lembaga lain.
“Kemudahan membayar pajak tentu harus dikedepankan. Implementasi peraturan ini
memang telah diamanatkan undang-undang untuk taat membayar pajak, sehingga kita
akan menghapus barang yang memang sudah tidak ada catatan di negara,” ujar Firman.
Sementara itu, Dirjen Bina Keuangan Daerah Kemendagri, Agus Fatoni, menambahkan,
bahwa inisiatif strategis yang dilakukan oleh Tim Pembina Samsat, sangat efektif dalam
upaya peningkatan pendapatan Pajak Kendaraan Bermotor (PKB), Penerimaan Negara Bukan Pajak (PNBP), dan Sumbangan Wajib Dana Kecelakaan Lalu Lintas Jalan
(SWDKLLJ), yang semuanya akan kembali lagi kepada masyarakat.
Menurutnya, dengan diimplementasikannya Pasal 74 UU Nomor 22 Tahun 2009, diharapkan tingkat kepatuhan masyarakat dalam pembayaran PKB, PNBP, dan
SWDKLLJ akan semakin meningkat. Selain itu, lanjut Agus, melalui penerapan single data antar ketiga instansi di Samsat, juga akan meningkatkan akurasi data registrasi dan identifikasi kendaraan bermotor.
“Dengan data yang semakin akurat serta tingkat kepatuhan masyarakat yang semakin meningkat, Tim Pembina Samsat di seluruh Indonesia dapat berkontribusi lebih optimal dalam pembangunan, serta dapat memberikan pelayanan yang lebih maksimal kepada masyarakat,” ungkap Agus.
FGD tersebut juga dihadiri, antara lain Direktur Operasional Jasa Raharja Dewi A. Suzana, Dir. Regident Korlantas Polri Brigjen Pol. Yusri Yunus, Direktur Pendapatan Daerah Kemendagri Budi Ernawan, Kepala Badan Pendapatan Daerah Provinsi DKI
