Selesai Tugas Sebagai Kepala BPH Migas, Fanshurullah Asa Luncurkan 2 Buku

SWARNANEWS.CO.ID, JAKARTA | Komite BPH Migas periode 2017-2021 telah berakhir seiring terpilihnya 9 anggota Komite baru melalui seleksi Komisi VII DPR RI dan persetujuan Rapat Paripurna DPR RI. Sejumlah capaian yang diraih dan catatan dapat menjadi masukkan Komite BPH Migas berikutnya. Hal itu diwujudkan M. Fanshurullah Asa yang biasa disapa Ifan, Kepala BPH Migas periode 2017-2021, dengan meluncurkan dua buah buku sebagai tradisi yang dikembangkan bagi lembaga yang dipimpinnya untuk menerbitkan satu buku tiap tahunnya. Di penghujung masa bhaktinya, kali ini Ifan menerbitkan 2 buku yang berjudul “Energi untuk Kemandirian” dan “Talang Emas Hilir Migas”.

Buku “Energi untuk Kemandirian” yang diterbitkan Kompas Gramedia dapat diperoleh di jaringan toko Gramedia dan juga berupa e book. Buku tersebut berisi refleksi 10 tahun Ifan berkiprah sebagai Komite dan Kepala BPH Migas serta pengalaman hampir 30 tahun di sektor Migas. Sedangkan Buku “Talang Emas Hilir Migas” berisi testimoni para tokoh nasional. Salah satunya kata pengantar dari Anggota Dewan Pertimbangan Presiden (Wantimpres) RI, Dr. (HC) Habib Luthfi bin Ali bin Yahya.

Isi buku menggambarkan kondisi Indonesia yang pernah menjadi produsen minyak hingga menjadi Anggota dan Gubernur OPEC hingga menjadi importir migas untuk memenuhi kebutuhan konsumen domestik. Di Sisi lain produksi gas yang melimpah lebih banyak diekspor ketimbang memenuhi kebutuhan dalam negeri karena keterbatasan infrastruktur. Saat ini tentu Pemerintah berupaya mendorong sektor Migas di Tanah Air dapat memenuhi kebutuhan di Dalam Negeri.

Hal itu antara lain dengan penyederhanaan regulasi guna menarik investasi dan  penataan kelembagaan agar masyakarat dapat menikmati multiplier effect pembangunan di bidang migas baik langsung maupun tidak langsung. Manfaat langsung antara lain berupa kemudahan mendapatkan BBM dan gas, harga yang terjangkau, dan pasokan yang terjamin. Sementara manfaat tidak langsung dengan berbagai pembangunan Infrastruktur baik di Daerah maupun di Pusat untuk kesejahteraan rakyat.

Aspek kemanfaatan energi secara langsung kepada masyarakat itulah yang ditangani BPH Migas. Badan ini bertugas menata, mengatur, dan mengawasi hilir migas agar penyediaan dan distribusi energi, terutama BBM dan gas bumi, dapat terjamin hingga ke seluruh wilayah Indonesia. Undang-Undang No. 22 tahun 2001 tentang Migas menyebutkan bahwa BPH Migas adalah badan independen yang dibentuk untuk melakukan pengaturan dan pengawasan terhadap penyediaan dan pendistribusian BBM dan gas bumi pada kegiatan usaha hilir yang berintikan atau bertumpu pada kegiatan usaha pengolahan, pengangkutan, penyimpanan, dan/atau niaga.

18 tahun Keberadaan BPH Migas  masih berfokus pada pendistribusian BBM dan pengangkutan dan niaga gas bumi melalui pipa. Sementara di sektor pengolahan, pengangkutan, atau penyimpanan BBM, masih perlu dilakukan pengaturan dan pengawasan lebih optimal dan berdampak positif bagi Badan Usaha dan juga masyarakat.

Banyak gagasan Ifan untuk BPH Migas sebagai regulator di sektor hilir migas. Misalnya, penggunaan dana Iuran Badan Usaha untuk membangun depo-depo penyimpanan BBM, pembangunan SPBU skala kecil di pedesaan dan daerah 3T, dan lainnya. Langkah BPH Migas merealisasikan gagasan ini masih terkendala, perlu ada perubahan aturan penggunaan iuran untuk kepentingan pembangunan infrastruktur di bidang hilir Migas tersebut. Distribusi BBM ke pelosok negeri bukan sekedar persoalan niaga. Komoditas BBM tidak bisa dilepaskan kepada mekanisme pasar karena akan timbul disparitas harga.

Harga BBM di Pulau Jawa dapat lebih terjangkau karena pasokan lancar dan infrastruktur memadai. Sedangkan di luar Pulau Jawa akses dan harga dapat menjadi beban masyarakat. Disinilah BPH Migas hadir mengupayakan keadilan energi dengan mendukung kebijakan BBM Satu Harga.

Peluncuran dua buku ini sebagai pertanggungjawaban intelektual dan leadership tentang visi dan capaian selama bertugas di BPH Migas dan di sektor hilir migas,” ujar Ifan.

Penyajian tulisan lugas dan efektif, sehingga mudah dibaca dan dipahami. Khususnya bagi kalangan penggiat sektor migas sebagai salah satu referensi menambah wawasan sekaligus membuka wacana pengelolaan hilir migas. Membaca buku meluaskan cakrawala pemahaman khususnya hilir migas, urgensi dan kompetensi yang diperlukan karena terukur berbasis pengalaman dan komprehensif. Kedua buku tersebut direncanakan akan launching pada akhir bulan Juli 2021 dan dilangsungkan secara hibrid secara daring dan luring  dengan memperhatikan protokol kesehatan pencegahan covid-19.
