Diduga DPC Anulir Mandat DPP
Berpotensi Langgar Kode Etik Partai
Satu tahun anggaran sudah terlewati, namun DPRD Kabupaten Musi Rawas Utara (Muratara) masih berstatus tanpa kursi wakil ketua I. Tidak lengkapnya unsur pimpinan ini akibat dari konflik internal yang terjadi di tubuh DPC Partai Demokrat. Yaitu perseteruan antara Amri Sudaryono, SE dan Sukri Alkap. Kepada Swarna News.co.id kedua anggota dewan Muratara ini saling mengklaim sebagai pihak yang paling berhak menduduki posisi unsur pimpinan tersebut.
SWARNANEWS.CO.ID, MURATARA | Amri demikian anggota dewan Muratara dua periode ini biasa disapa mengaku berhak menduduki kursi pimpinan karena sudah sesuai dengan konstitusi partai. Antara lain dalam aturan dasar dan aturan rumah tangga (ADRT) partai berlambang bintang mercy itu menyebutkan salah satu syarat menduduki kursi pimpinan telah berpengalaman menjadi anggota dewan. Dalam hal ini Amri sudah menempati jabatan sebagai anggota dewan untuk periode yang kedua sementara rekan separtai yang sekaligus rivalnya baru menjabat satu periode.
Lebih lanjut pengakuan Amri, dia sudah mengikuti semua tahapan termasuk fit and proper test yang diikutinya di DPP Partai Demokrat. Sementara Sukri Alkap tidak demikian kata Amri. Ujung dari semua tahapan yang telah dilaluinya, Amri mendapat mandat partai untuk menduduki jabatan Waka I DPRD Kabupaten Muratara, sesuai dengan SK DPP Partai Demokrat No:156/SK/DPP.PD/VIII/2019. Dokumen penting dan berharga itu ditandatangani Ketua Umum Partai Demokrat yang saat itu dijabat oleh Prof. Prof.DR. Susilo Bambang Yudhoyono dan Sekjen DR.Hinca IP Pandjaitan XIII SH MH ACCS . Dari SK tersebut diketahui ditetapkan di Jakarta pada tanggal 30 Agustus 2019.
Meskipun sudah mengantongi SK jabatan Waka I bukan berarti Amri dengan mudah melenggang ke kursi jabatan cukup strategis itu, faktanya pada 24/10/2019 lalu pelantikan unsur pimpinan DPRD Muratara, yang saat itu dilantik Ketua dan waka II sedangkan posisi Waka I hingga kini masih kosong.
Lalu apa tanggapan Sukri Alkap terkait sengketa kewenangan ini. “Kito tunggu bae masih dibahas di tingkat DPD dan DPP (red: Kita tunggu saja masih dibahas di tingkat DPD dan DPP),” kata Sukri membalas pesan whatsApp kepada wartawan Swarnanews.co.id, Rabu (24/06/2020).
Untuk kepentingan informasi yang utuh dan berimbang jurnalis media online ini pun mendatangi kediaman anggota komisi tiga DPRD Muratara, di kawasan Kelurahan Batu Urip, Kecamatan Lubuklinggau Utara II, Kota Lubuklinggau, Sumatera Selatan. Hanya saja didapatkan informasi dari istrinya bahwa Sukri Alkap sedang berada di Jakarta, padahal Yamin adik kandung Sukri ketika dijumpai awak media ini menyatakan kakaknya ada di rumah. Tidak putus asa pewarta media ini pun komunikasi intensif dan melalui pesan wa Sukri membenarkan sedang berada di kawasan Ibu kota.
Lalu apa pasal Sukri terkesan nekad tidak mengindahkan titah partai melalui terbitnya SK penunjukkan Amri Sudaryono sebagai Waka I.
“Dasarnya petunjuk pelaksanaan dan pedoman organisasi yang dibuat oleh DPP tentang usulan unsur pimpinan. Di dalam Juklak dan PO DPC bahwa diberi wewenang untuk mengusulkan unsur pimpinan” tegasnya.
Selain itu lanjut Sukri, dengan pembatalan SK yang sebelumnya oleh mahkamah partai, maka DPC masih menunggu keputusan DPP selanjutnya.
Di tempat berbeda Amri Sudaryono mempertanyakan proses dan mekanisme pembatalan SK DPP yang telah lama dikantonginya.
“Saya mengkritisi dan mempertanyakan, bagaimana proses pembatalan SK DPP yang telah sesuai proses matang dan ditandatangani Ketum dan Sekjen. Seharusnya jika ada penganuliran SK tersebut ada proses pemanggilan dan pemeriksaan oleh mahkamah partai. Saya diperiksa, termasuk Ketum dan Sekjen dipanggil. Saya tidak yakin ada pembatalan SK, faktanya hingga sekarang kursi Waka I masih kosong” bantah Amri.
Pada kesempatan lain kepada Swarna News, Sukri Alkap secara politis menyampaikan harapannya bahwa siapapun yang duduk sebagai Waka I harus siap bersinergi dengan pemerintah untuk membangun Muratara. Harus memiliki loyalitas pula untuk membesarkan Partai Demokrat di Muratara. “Betul, harus berkomitmen dan siap memikirkan kepentingan rakyat dan loyalitas yang tinggi terhadap kader untuk membesarkan partai” pinta Sukri
Menanggapi ini Amri Sudaryono tak kalah argumen mantan aktivis kampus saat menjadi mahasiswa di Yogyakarta ini mengatakan, bahwa apa yang diharapkan rivalnya itu sudah pasti dia laksankan jika dirinya menduduki kursi pimpinan sebagai Waka I.
“Semua komitmen itu sudah selesai saat fit and proper test. Bahkan waktu proses uji kelayakan dan kepatutan, saya disaksikan ketua DPD Partai Demokrat Sumatera Selatan Bapak Ishak Mekki. Saat itu komitmen saya jika terpilih sebagai Waka I akan membesarkan partai antara lain membangun kantor DPC Demokrat Muratara” papar Amri.
Adapun terkait bentuk kerjasama dan dukungan kepada Pemkab Muratara, lanjut Amri itu hal pasti asalkan sesuai dengan tupoksinya sebagai anggota dewan yaitu menjalankan fungsi legislasi, penganggaran dan pengawasan. “Melakukan kritik tajam dan membangun atau konstruktif bukanlah hal yang dianggap tidak berpihak pada pemerintah dalam hal ini Bupati dan jajarannya. Justeru itu yang seharusnya selalu ada dan dihidupkan dalam sistem praktek demokrasi” pungkas Amri Sudaryono.
Kursi Pimpinan Kosong Rugikan Partai dan Negara

Masalah kekosongan kursi pimpinan di DPRD Kabupaten Musi Rawas Utara (Muratara), Provinsi Sumatera Selatan, sangat disayangkan sekali. Justeru kursi pimpinan itu adalah kelebihan dan pencapaian positif bagi sebuah partai dan juga sangat menentukan posisi mereka di DPRD. Sehingga kalau sampai terjadi masalah berlarut-larut apalagi disebabkan karena konflik pribadi sesama kader di partai yang sama, kalau itu kejadiannya tingkat DPC (pengurus tingkat Kabupaten untuk Partai Demokrat) seharusnyalah petinggi partai tingkat DPD (pengurus tingkat provinsi) turun lapangan lakukan upaya perdamaian para pihak yang konflik. Bahkan jika tidak ada jalan untuk damai, konfliknya tak reda bisa menunjukkan anggota lain untuk duduk sebagai unsur pimpinan. Sebab kenapa, karena secara organisasi merugikan partai. Sedangkan dari sisi kepentingan negara berarti tidak mengoptimalkan kinerja DPRD Muratara.
“Sungguh sangat disayangkan itu terjadi, karena kursi pimpinan itu jatah partai bukan jatah pribadi. Seharusnya bisa memilih dan memilah antara kepentingan pribadi dan kepentingan partai. Akibatnya tentu saja partai dirugikan karena hak partai tidak dipenuhi. Kursi pimpinan itu penghargaan terhadap pencapaian partai politik setelah kontestasi politik yang panjang dan melelahkan,” papar dosen Fisip dan Pascasarjana Universitas Sriwijaya Palembang, saat dihubungi melalui saluran telepon selulernya, Kamis (25/06/2020).
Dilanjutkannya, dalam hal ini Partai Demokrat sangat dirugikan karena dalam posisi pimpinan di sana ada letak pengambilan keputusan tertentu. Yang sudah tentu dalam hal ini Partai Demokrat tidak dapat turut serta secara aktif dan optimal dalam merancang keputusan tertentu di DPRD Muratara. Kemudian dalam konteks lembaga negara juga tidak bisa optimal untuk pencapaian kinerjanya karena kekurangan orang. Dan tentu saja preseden buruk bagi Partai Demokrat, lantaran menunjukkan kepentingan pribadi mendominasi kepentingan negara. Karena konflik pribadi sampai mengakibatkan kekosongan pada lembaga negara.
Menurut pengamat kebijakan negara/publik Sumatera Selatan yang juga masih menjabat sebagai Sekretaris LP3MP Unsri ( Lembaga Pengembangan Pengajaran dan Penjaminan Mutu Pendidikan) ini, karena mekanisme pengajuan unsur pimpinan harus melalui DPC kemungkinan ada poin pelanggaran terhadap kode etik partai. “Disinilah pentingnya pihak pengurus DPD turun langsung dan mengamankan kepentingan partai bukan kepentingan pribadi para pihak yang sengketa kewenangan” tandasnya.
Bisa saja menunjuk satu diantara yang bertikai, atau menunjuk pihak lain bukan dari keduanya, atau tetap laksanakan dahulu sesuai SK yang sudah diterbitkan kemudian dalam masa pengisian jabatan yang lowong bisa dilakukan peninjauan ulang. Sehingga prinsipnya tidak terjadi kekosongan terhadap lembaga negara. “Jadi dalam permasalahan ini bukan hanya Partai Demokrat yang dirugikan tetapi negara pun dalam keadaan rugi ya itu tadi kekurangan orang untuk melakukan kerja yang optimal” pungkas pria yang sudah enam belas tahun menjadi Lektor Kepala.
Hinca Pandjaitan Tanggapi Kekosongan Kursi Pimpinan DPRD Muratara
Mantan sekretaris jenderal DPP Partai Demokrat, DR.Hinca IP Pandjaitan XIII, SH, MH, ACCS menanggapi pertanyaan wartawan Swarnanews.co.id, bahkan dia langsung mengarahkan ke Sekjen Partai Demokrat saat ini yaitu Teuku Riefky Harsa. Hinca sendiri diketahui yang menandatangani SK DPP Partai demokrat dalam kapasitasnya sebagai sekjen saat itu bersama mantan presiden SBY sebagai ketum.
Beberapakali media ini melakukan kontak ke nomor Hinca untuk konfirmasi berita hanya terdengar nada sambung pribadi (nsp) Indonesia Pusaka. Kendati demikian seluruh pesan whatsApp yang dikirimkan ke no ponselnya bercentang biru tanda dibaca. Bahkan bukti tanggapannya langsung mengarahkan ke Teuku Riefky Harsa, sekjen DPP Partai Demokrat. “ke beliau ya, dia sekjen sekarang. Saya sekarang anggota Majelis Tinggi dan Ketua Dewan Kehormatan”, demikian Hinca.
Sementara sampai berita ini ditayangkan konfirmasi ke no wa sekjen Partai Demokrat, Teuku Riefky Harsa belum ada jawaban.
DPD Partai Demokrat Sumatera Selatan Perkuat SK DPP Untuk Amri Sudaryono
Ketua Dewan Pimpinan Daerah (DPD) Partai Demokrat Provinsi Sumatera Selatan, Ir. H.Ishak Mekki, MM, berjanji mengamankan SK DPP untuk Amri Sudaryono.
Pernyataan mantan wakil gubernur Sumatera Selatan itu secara lugas disampaikan oleh Kepala Badan Pembina Organisasi Kaderisasi dan Keanggotaan Daerah (BPOKKD) Sumatera Selatan, Firdaus Abdullah.
“Terhadap permasalahan kekosongan unsur pimpinan yang seharusnya hak mutlak Partai Demokrat, maka kami segera akan menindaklanjutinya ke DPP. Dalam hal ini kami akan mengaman dan menguatkan keputusan DPP atas SK No:156/DPP.PD/VIII/2019 tentang pemberian mandat jabatan unsur pimpinan yaitu Waka I DPRD Kabupaten Muratara atas nama Amri Sudaryono”, terang Firdaus Abdullah, Kamis (25/06/2020).
Firdaus juga senada dengan pendapat akademisi Unsri yang juga pengamat kebijakan publik, DR. Ardiyan Saptawan, bahwa diketahui pengurus DPD PD Sumsel sudah merasa sangat dirugikan atas kosongnya unsur pimpinan di DPRD Muratara.
“Makanya dalam waktu dekat segera akan kami tindaklanjuti. Sebenarnya sudah selesai beberapa bulan lalu tetapi keburu disibukkan oleh kegiatan konggres partai. Belum lagi menyikapi kondisi pandemi Covid-19, membuat urusan ini jadi tertunda” kata Firdaus yang mengaku keterangannya resmi atas perintah Ketua DPD Partai Demokrat Sumsel, Ishak Mekki.
Disinggung mengenai beredar informasi pembatalan SK DPP yang menunjuk Amri Sudaryono sebagai Waka I DPRD Kabupaten Muratara. Firdaus menegaskan pengurus DPD Partai Demokrat Sumsel tidak menerima apapun terkait hal itu. “Tidak ada, dokumen, konfirmasi apapun mengenai pembatalan SK tersebut, artinya kami masih merujuk dan berpedoman pada SK DPP nomor 156 itu”, tegasnya.
Firdaus berani memastikan bahwa pembatalan SK untuk Amri Sudaryono adalah rumor semata. Jika dikatakan pembatalan SK oleh mahkamah partai itu bukanlah kewenangannya. “Ini bukan sengketa hasil pemilu, misalnya terkait selisih perolehan suara. Ini murni kewenangan partai dalam hal ini hak Ketum dan sekjen”, pungkasnya.
