SWARNANEWS.CO.ID, MEMPAWAH | Kepala BPH Migas M Fanshurullah Asa didampingi Sekda Kabupaten Mempawah Drs. Ismail, MM. dan SAM Pertamina Kalbar Weddy Surya Windrawan meninjau Terminal Kijing di Mempawah, Kalimantan Barat, (18/05/2021). Hadir juga di lokasi Manajer Kawasan Terminal Kijing PT. Pelindo Helmi M. Yusuf dan rekannya M. Arif.
Terminal Kijing diproyeksikan akan menjadi kawasan pelabuhan terbesar di Kalimantan serta akan menjadi salah satu pelabuhan strategis di Indonesia. Luas total kawasan ini mencapai 200 hektare dengan trestle sepanjang 3,45 km serta dirancang mampu melayani kapal kontainer dengan kapasitas di atas 10 ribu TEUs (twenty-foot equivalent unit) dengan ukuran container sebesar 20 feet, dan untuk 40 feet berarti 2 TEUs. Terminal peti kemas di Kijing dibangun dengan kapasitas 2 juta TEUs per tahun. Tentu saja potensi yang bisa dikembangkan dikawasan pelabuhan tidaklah sebatas peruntukan peti kemas, bisa juga dikembangkan untuk yang lain seperti storage maupun jaringan pipa layak juga untuk bisa dimanfaatkan secara optimal.
Kepala BPH Migas M Fanshurullah Asa menyatakan bahwa BPH Migas dengan Pertamina dan AKR sedang berupaya memaksimalkan utilisasi di sektor Hilir Migas untuk Terminal Kijing. Ifan sapaan M. Fanshurullah Asa menambahkan, saat ini dengan Universitas Tanjungpura (Untan) juga sudah penenadatanganan Nota Kesepahaman (MoU) untuk bekerja sama melakukan kajian akademik memaksimalkan utilisasi sektor Hilir Migas di pelabuhan ini.
“Terminal Kijing adalah pelabuhan yang orisinil dibangun PT. Pelindo mulai dari nol, karena itu, pemanfaatannya mesti dimaksimalkan,” ujar Fanshurullah Asa Kepala BPH Migas.
Lebih lanjut Ifan mencontohkan upaya mengoptimalkan pemanfaatan pelabuhan Kijing yakni bagaimana TBBM Siantan yang draf kedalaman cuma 4 m karena sedimentasi, disarankan segera dipindahkan. Hal ini dikarenakan setiap bongkar harus dipindahkan dulu ke kapal-kapal kecil yang membuat higt cost. Oleh karena itu berdasarkan kajian akademik agar bisa dipindahkan di Kijing sehingga ada efisiensi. Selain itu elpiji PT.Gemilang Asia Sejahtera, walaupun masih luas dan punya tongkang serta saat ini masih bisa masuk, tapi penting juga pertimbangkan bergeser ke Kijing. Demikian pula AKR, mereka sedang lelang untuk chemicalnya ke BAI, jika menang maka probabilitas untuk pindah besar, karena mobilitas akan lebih cepat.
“Karena itu Pertamina mesti siap, jangan sampai kalah dengan swasta. Kemudian LNG, meskipun gas tidak ada di Kalbar, namun ada peluang dari Natuna diangkut dengan kapal LNG, diarahkan untuk kawasan industri.” Ungkap Ifan.
Nantinya BPH Migas akan lelang wilayah jaringan distribusi untuk kawasan industri. Untuk Tahap awal bisa disiasati dengan menggunakan isotank. Kalau LNG bisa dimanfaatkan dengan membangun storage , maka masyarakat Kabupaten Mempawah bisa menggunakan jargas berbasis LNG, dan ini bisa menjadi percontohan, ini bisa menjadi yang pertama kali di Indonesia . Selama ini yang ada karena gas bumi sudah ada di lokasi tersebut. Karena itu agar Kabupaten Mempawah terus koordinasi dengan Komisi VII DPR RI, agar bisa segera diwujudkan.
“Pipa trans Kalimantan itu rencana jangka panjang, tetapi jangka pendeknya penting dibangun storage, skema boleh APBN, boleh investasi,” ujarnya.
Di Natuna, lanjut Ifan memgungkapkan, setiap hari, setiap jam, setiap menit, setiap detik gas mengalir dari Natuna blok B ke Singapura dan Malaysia, setidaknya 200 MMSCFD, padahal jarak Natuna ke Kalbar hanya 500 km. Di dalam rencana induk jaringan transmisi gas bumi nasional th 2012 sudah ada Kepmen nomor 1033, pipa akan dibangun dari sana kesini. Sekarang disini saja dibuat landbase dan gunakan isotank.
Sekretaris Daerah Kabupaten Mempawah Drs. Ismail, MM menyampaikan bahwa Mempawah komitmen dan mendukung penuh yang disampaikan Kepala BPH Migas. Selain sudah menyurati, juga berharap dukungan penuh dari Kementerian ESDM, demikian pula Komisi VII DPRRI.
“Apresiasi untuk BPH Migas yang kesekian kalinya menegaskan dan menguatkan untuk Terminal Kijing, terlebih untuk upaya perwujudan jargas di Kabupaten Mempawah,” ujar Ismail. Lanjutnya, semoga ini bisa menjadi daya ungkit untuk perekonomian Mempawah.
Selanjutnya Manajer Kawasan Terminal Kijing PT Pelindo Helmi M. Yusuf menjelaskan bahwa saat ini pembangunan Terminal Kijing sudah mencapai progress 90%. Direncanakan akan diresmikan Presiden 17 Juni nanti atau paling lambat setelah perayaan HUT kemerdekaan.
Lebih jauh secara interaktif menyampaikan bahwa peluang kerjasama terbuka untuk kalangan dunia usaha, baik yang dekat akses maupun yang diluar, termasuk Wilmar ataupun pecahannya yang rencananya akan memasang jaringan pipa, posisi disiapkan dengan memanfaatkan akses yang memungkinkan. Ada juga beberapa perusahaan CPO yang siap masuk disini. Tentu statusnya menyewa dengan perhitungan yang rasional saling menguntungkan. Demikian pula pipa lainnya, BBM ataupun gas sangat memungkinkan. Pipa nanti dipasang menyeberangi bawah trestle.
SAM Pertamina Kalbar Weddy Surya Windrawan menyampaikan bahwa Pertamina memang sudah melakukan beberapa kali kajian untuk kemungkinan pemindahan TBBM Siantan ke tempat lain dalam hal ini Kijing. Mengingat kondisi alam di sekitar Siantan sudah tidak kondusif, sekarang sudah banyak resiko, adanya pendangkalan sehingga harus dilakukan ship to ship yang tentu cost besar. Sementara ini yang paling mendesak untuk relokasi sepertinya TBBM.Optimistisme dan ikhtiar memaksimalkan pendayagunaan potensi Terminal Kijing semoga bermanfaat bagi perekonomian rakyat. Satu yang mesti diyakini bahwa hasil tidak akan pernah mengkhianati ikhtiar dan kesungguhan berupaya.
